The traditional assumption is that a GOP candidate's campaign for the black vote is really a campaign for white voters who are uncomfortable voting for someone who has written off the black community. It is a campaign to reassure those voters that they aren't racists if they vote for [Bush, Reagan, Perry, Ashcroft, Duke, etc.].
